That howler does rely on a siren tone, and it just duplicates that tone. They are also on a timer by default, and they need an input to be activated.

Latest addition to my collection. NFS. All clear lenses. Including the lower lense base. Combination of rotators and LED. ( Appears to be LED. No power supplies seen within the bar. )
