Mine appear to have a very different mechanism and have a band drive. Looking at the photos you posted, I am assuming that the pin that the pen is holding up needs to stay in that up position...
Another vote for a ULF44. Another bonus of them is that they feature a pattern override, so you can set two different flash patterns to the same flasher.

Whelen Ulf44 would be cheapest and you put 2 heads onto each of the 4 outputs and rewire the svp Leds back to the flasher. All subject to the Svps playing nicely with whelen flashers. Some...
