sound off signal control

I just purchased a sound off signal EPL9000 pinnacle lightbar for a replica build I’m doing I have permission from local law enforcement to run it as long as the lense color is clear.
I’m just wondering if it’s possible to build my own controller or just to be able to have it go to a standard pattern without one just for testing before I make a investment into a real controller and spend time and money on it just to need a different one, I though it was like my edge 9000 where if I get it power I can at least make some light go on but that was not the case

So as a summary
I have a older untested in my hands EPL9000 pinnacle lightbar
I don’t have a controller and don’t want to invest in one before at least seeing light come on if possible
I’m okay with building a cheap at home desk rig to do it but don’t want to spend real $$ before testing if possible
And if I do need a controller what would be recommended I’d still like full functionality just to show off to kids at fairs and whatnot

You would need a breakout box for it, which can be found for relatively cheap and then you could connect the inputs of the breakout box to any controller or even switch box. No specific controller needed.
