Beacon model 17

I have recently acquired a Beacon Ray model 17, 6 volt DC light. The serial number is 1A16N4. The light has 12 volt lamps installed in it. The motor does not have any marking on it identifying the voltage so I am not sure if it was changed to a 12 volt motor also or if someone just installed the wrong lamps. The lights turn clockwise when I hook it up to my battery charger. What is the correct RPM for the lights? If I had an idea of what the RPM is suppose to be, I think I could determine the voltage of the motor. Thank you
 
The Federal 17 should produce 80 flashes per minute, so the lamp shaft should spin at 40 RPM.
