It's actually a Retired Dayton Ohio Police Officer's personal motorcycle.
He's part of the "Blue Knights" Motorcycle club. (Current/Retired LEO's)
He needed the lighting for Escort Details, LEO Funerals, Etc.

Stendec said:It's cool, the Ohio Revised Code governs the display of operating lights, not possession. This may also be a case of a guy who is "retired" but still maintaining a commission, so technically he could still be a LEO.
We need to get the use of blue lights attached to HR218, so retired guys could have guns AND cruisers. Which defeats the whole purpose of retiring.
