It's actually a Retired Dayton Ohio Police Officer's personal motorcycle.
He's part of the "Blue Knights" Motorcycle club. (Current/Retired LEO's)
He needed the lighting for Escort Details, LEO Funerals, Etc.

It's cool, the Ohio Revised Code governs the display of operating lights, not possession. This may also be a case of a guy who is "retired" but still maintaining a commission, so technically he could still be a LEO.
We need to get the use of blue lights attached to HR218, so retired guys could have guns AND cruisers. Which defeats the whole purpose of retiring.

That is correct, but him operating them could be technically a violation. Anybody can own any color light they want, but the moment said light is turned on is when the problem occurs.
