They fit in the front corners of the Code 3 360 light bar like the intersection sweep lights on an MX7000. They simply have two narrower light heads that sweep independently of each other to give a unique flash pattern.

They use the reflector portion and probably much of the mechanism for intersection sweeps in excaliburs, 2100s and Javelins. It looks like that might be a single piece of metal for the base, but it would be cool if they just popped apart.
