i am looking to upgrade my light bar from a old school liberty bar non wecan to a newer legacy wecan bar or possibly a legacy duo bar what control panel would i need for them to operate properly TIA

You would need at the very least an interface module, about $50-$100 usually used. You could also get a full controller system. It is just a matter of "how wecan" you want to go.

what are the levels of wecan that you speak of? as i did not know their were any

WeCan control point, HHS4200, Sapphire, Carbide, Cantrol, or any Core device will also control WeCan devices.
do these need a special switch panel to operate the lights and controller? as the bar i have now is on regular on/off switches in my over head console i was thinking about the 6 switch panel or would i need the 18 switch panel

If you are trying to leave everything the way that it is, but swapping to a WeCan bar, then you want a WeCan control point. You can program them using Whelens Command software. The Control point just uses input wires, and you can program the bar to do whatever you want depending on what wire, or combination of wires are getting a signal. It will function off of 12v positive triggers.
